Summary

Community guidelines
  • Homes at Country Manor Estates are private residences for residents and the occupants approved on their application. No business use.
  • Residents are responsible for the conduct of everyone in their household and their guests.
Rent and fees
  • Rent is due in advance on the 1st of each month.
  • If rent is late, a late fee applies: 10% of the monthly rent or 10% of the remaining balance due, whichever is less. See your lease for details.
  • Payments returned by the bank are $25, plus any late fee.
  • Pay online through the resident portal (card, debit or ACH) or with cash at a CashPay location.
Placing or removing a home
  • Homes can only be placed or moved out under the supervision of community management.
  • Arrange any removal with the office first. When a home leaves, the resident must remove all debris and belongings and restore the lot to the condition it was in when rented.
  • Replacing a home with a new one requires approval and a $150 processing fee. Incoming homes need a pitched shingle roof and lap siding.
Setup standards
  • HUD seal required, with seal and serial numbers recorded at the office before the home is placed.
  • Set on blocks and anchored with tie-downs per Carroll County code and the manufacturer's specifications. Set as low to grade as possible.
  • Electrical and plumbing set up to Carroll County code. Heat tape extension cords no longer than 10 feet.
  • Approved, commercially built steps at every door. Handrail on steps with three or more treads. Sliding doors must be fixed shut or have approved steps.
  • Hitch removed and stored under the home. Transport lights removed.
  • Central air units must meet county code, and condensation must be controlled. Check with the office before placing one.

Skirting
  • Skirting must be installed immediately after the home is placed. Arrangements must be made before the lease is signed.
  • Vertical interlocking panels with top and bottom rails, made for manufactured homes and professionally installed. Panels must be vinyl or pre-finished metal (factory-painted or powder-coated). Metal panels painted after installation are not allowed.
  • Skirting must be kept in good condition throughout residency.
Home and yard upkeep
  • Keep the home and lot neat, clean and in good repair. The exterior must be free of dents, holes, broken windows, rust, stains and fading.
  • Paint colors need management approval.
  • Cut and trim the lawn on a regular schedule during mowing season: about every 10 days, and never more than 14 days between cuts.
  • Nothing stored outside except lawn furniture. Patios can't be used for storage.
  • If a lot isn't maintained, management may do the work at the resident's expense.
Exterior changes and additions
  • Get written approval from the office before any exterior change or addition.
  • Additions must be commercially made and professionally installed.
  • Window air conditioners can't be supported by legs or props from the ground.
Storage buildings
  • Apply to the office for a permit first.
  • Pre-built (manufactured) wood or vinyl buildings only, up to 12 x 12 feet.
  • At least five feet from the home and the rear property line, lined up with the rear wall of the home.
  • Kept at the back of the lot and in good repair.
Utilities, heat tape and drains
  • Do not tamper with meters or connections. Any damage from tampering is billed to the resident.
  • Wrap all above-ground water pipes with heat tape and run it from October 15 to April 15 and any time it may freeze. Residents are responsible for freeze damage.
  • Report water leaks to the office right away.
  • No grease or oil down drains. Don't flush wipes, paper towels, diapers, feminine products or plastics. Any damage caused by these items is billed to the resident.
Trash
  • Keep trash in the provided plastic tote. All trash must be bagged in plastic liners.
  • Pickup is every Tuesday. Put the tote at the end of the driveway on pickup day only. On other days, store it out of sight, such as behind your deck.
  • Disposal of anything other than bagged trash is the resident's responsibility.
  • No burning trash or debris.
Vehicles and parking
  • Two vehicles per lot. Up to two more with approval, $25 a month each.
  • Park only on the street or your parking pad. Never on grass, patios or sidewalks, and don't block the road.
  • Vehicles must be registered, operational and in good repair.
  • No trucks over three-quarter ton. No RVs, campers, boats or trailers anywhere in the community.
  • No vehicle repairs except changing a flat tire.
  • Speed limit is 15 mph.
Pets
  • Not allowed: Akita, Chow, Pit Bull, Shar-Pei, Presa Canario, Rottweiler, Doberman, Mastiff, wolf hybrids, German Shepherd, St. Bernard, shepherd breeds, or mixes of these.
  • Small house pets under 25 pounds fully grown are welcome. Register them with the office.
  • Pets must be licensed and vaccinated. Dogs need a Carroll County license.
  • Keep pets on a leash whenever they are outside. Owners must pick up after their pets.
  • Pets live inside. Never leave a pet tied or chained outside.
Selling or renting your home
  • Residents can't sublet their lot or rent out their home without written approval.
  • A buyer can keep the home in the community only after management approves the buyer and the home. Buyers qualify like any new applicant.
  • Before a sale, the home must be in excellent condition outside, with like-new skirting, sound flooring and plumbing, insulation intact underneath, and approved anchoring. The seller handles any repairs.
  • The buyer must put at least $2,000 cash into the purchase. Rent resets to the current rate, and there's a $150 fee for the new lease.
Moving out
  • Give written notice by the last day of the month before the month you plan to leave. Example: to leave at the end of June, give notice by May 31.
Miscellaneous

Digging, planting and fencing

  • Underground electric, phone, water and sewer lines run through the community, some carrying 440 volts. Get written approval from the office and have lines marked through Virginia 811 (Miss Utility) before digging or planting anywhere.
  • Trees and shrubs stay with the lot.
  • Fences are not allowed in the community.

Clotheslines, antennas and yard items

  • Circular clotheslines only, behind the home and only while in use. Nothing hung to dry on porches.
  • Antennas and satellite dishes need approval.
  • No above-ground or inflatable pools and no trampolines.

Signs

  • No signs, including for sale or for rent signs, without written approval.

Noise, fires and firearms

  • Keep noise inside your home.
  • No fires, including burning trash or debris.
  • No firearms, BB guns, air guns, bows or similar devices may be fired anywhere in the community. Firearms must be unloaded and follow Virginia law.

Management may update community rules with at least 30 days' written notice to residents.
